A senior official involved in the draft Model Act on Provincial Civil Services told the post that reservation quota will stand at the time of joining the civil service.
"People appointed under the reservation quota will not have the same remedies for promotion. After entering the service they will have to compete for the job progress because all the promotions will be based on merit.
The purpose of the provision is to promote meritocracy in the bureaucracy and attract fresh talent.
The spokesperson of the Federal Affairs and Administration of the Ministry of Civil Aviation Suresh said that once the reservation system will provide opportunity for promotion to other candidates of the same exclusion group. "There are cases of one person enjoying this facility many times while many others of the same community are excluded. Once the reservation system is expected to plug the tampering," he said.
Currently, according to the Civil Services Act, 45 percent of the total
Vacant posts should be reserved for excluded groups to fill through free competition.
Reservation quota has been further broken, where 33 percent of women have been kept separate, 27 percent for ethnic minorities, 22 percent for Madhesis, 9 percent for Dalits, 5 percent for disabled and backward caste candidates. For 4 percent.
However, as a result of this reservation method, one person is enjoying many reservation opportunities.
In May, the Federal Administrative Reorganization Committee under the leadership of Kashi Raj Dahal recommended the review of the existing quota system and change it once with the reservation system.
The Federal Civil Service Act also proposes the same system. Officials said that the draft Model Code on Provincial Civil Services will be a guiding document for preparing the provincial Civil Services Act for provincial governments.
Apart from this, the draft has also proposed to send the provinces from Kathmandu to the Principal Secretary. The Central Secretaries of the Center will work as a bridge between federal and provincial governments.
To ensure that this condition does not reduce the interest among people to join provincial civil service jobs, the federal affairs ministry has proposed a provision that senior provinces of the provinces to join federal agencies will allow.
The Secretary of the Ministry, Dinesh Thaplia, said, "Provisional citizen service will be more attractive for people with such exchange facility."
